Congress appropriates monies for these discretionary grants through the Violence Against Women Act.  These are competitive federal grants administered through the Department of Justice, Office of Violence Against Women and are funded on 3-year cycles.  Funds from the grants are to be used for prevention, awareness and direct services to adult and child victims of sexual abuse.  The FRIS grant supports the Rural Advocate Network, comprised of 7 pilot sites (CONTACT, HOPE, The Counseling Connection, RDVIC, Eastern Panhandle Empowerment Center, Centers Against Violence and Women’s Resource Center).  Each rape crisis center submits an application and detailed budget as part of the application process to FRIS.  Grant awards and contracts are sent to each agency.

Purpose:  1. To identify, assess, and appropriately respond to child, youth, and adult victims of domestic violence, sexual assault, dating violence, and stalking in rural communities, by encouraging collaboration among domestic violence, dating violence, sexual assault, and stalking victim service providers; law enforcement agencies; prosecutors; courts; other criminal justice service providers; human and community service providers; educational institutions; and health care providers, including sexual assault forensic examiners;

  1. To establish and expand nonprofit, nongovernmental, State, tribal, territorial, and local government victim services in rural communities to child, youth, and adult victims; and
  2. To increase the safety and well-being of women and children in rural communities, by--

            (A) dealing directly and immediately with domestic violence, sexual assault, dating violence, and stalking occurring in rural communities; and

            (B) creating and implementing strategies to increase awareness and prevent domestic violence, sexual assault, dating violence, and stalking

Grant Year.  Grant year runs October 1 through September 30.

 

Reporting requirements.  Centers who are recipients of Rural funds from FRIS must submit monthly financial reports with appropriate supporting documentation, request for funds and narrative to the FRIS Rural Project Coordinator by the 20th of the following month.  Payment is made on a reimbursement basis.  Once FRIS receives the funds, disbursements are made.
